Since Calif HOA lien foreclosures have a Right of Redemption, you'll be waiting to either get past that statutory period or getting some kind of cooperation from the owner of record/debtor.

Knowing you as well as I do, I'm guessing that you are attempting to use this method to clear title because debtor is either dead, missing or gone walkabout. Why not just tell s a little more...?
