Just send the Sheriff. They don't seem to care if they personally deliver the doc or not. If someone is inside they ring the door bell and yell "You've been served". Judges never seem to question the Sheriff's department. The harder and more elaborate it is for a profit driven process server to do the job the more money they make. Think about it.
