Not sure I can help. Couple of things I do not understand.

"SENIOR TAX LIENS"....tax liens are the most senior lien against real property. Exactly what do you mean by "Senior Tax Liens"?

Never heard of the state extending a lien...they do not have to any tax liens......it remains until PAID by someone or sold at the tax deed sale.

CA is a TAX DEED state...property defaults to state and state holds it for, I believe, 5 years and then sells it for the taxes.....there are no tax lien sales in CA...they are all considered tax deed sales as you get a deed after the sale.

Please give a bit more info and I or someone may be able to assist.
