I would be a little more proactive. I would interview the neighbors, introduce myself as the new owner and ask what they know about the people in the house. I would follow them to work in the am or to where ever they go. Write down their license number, take a photo and if asked why, say I'm compiling a file on you for the court case, and the IRS. I do get judgments and forgive them when I can't collect, or quit trying, but I keep it on their credit report for a few years and then notify the IRS when I forgive the debt,after informing the debtor whats coming, some I've renewed the judgment on and collected many years later.

I let them know my policy and this will often overcome the impression they have they can milk a lot of free rent and extract a big check from you to leave, they have heard all the stories of how they can score. I let them know I hate people who play games and am willing to put out the effort to make their lives miserable for years to come so it is in their best interest to co-operate and come to terms.
