HUD foreclosure timeline

We are working on a hud short sale. Cal Western filed a Notice of Default and Foreclosure sale with 21 day window. They tell me that this foreclosure follows federal law, and they can post the notice of default and take it to sale 21 days later. I am getting mixed info on the legality of this, but it appears that it is legal to do this. Can anyone confirm this?
