That is for section 8 housing.

As of January 1, 2007, landlords seeking to end a tenancy must give the tenant a 60-day
notice. This law applies when all residents of the rental unit have lived in the unit for at
least one year and the tenants are renting on a month-to-month basis, without a lease. You can
find the new law at California Civil Code section 1946.1
