Didn't mean to leave the link as the only answer, that was all of the time I had to respond.

We're still not totally sure what they are, but our impression is that when a bond holder or Mello Roos type of bond doesn't want to wait to be paid, (maybe because the property taxes are being paid) the bond holder can ask that the bond be removed from the property tax assessment (stripped assessment) and then pursue the person through other means.
