Do not know a way around but had similar problems with the water department.

Used to go up to our home in Montana.....Water was turned off at meter...by ME.

Got water bills for the six months we were there.

Questione it and got the document from City...they DO NOT Charge if they turn it off.....BUT....the do charge a fee for turning it on/off.

To add insult to injury, I also found out that they charge you by the size of the pipe leading to your property.....NOT...by the amount of water used!

Governmental agencies are strapped for $$$ and will use any method possible to keep them coming in.
