Primary residence after disaster

Hi my home was made unlivable by SANDY. I cannot repair the damage until I elevate. Township denied permits to repair until home is elevated. My slab home can be raised but not all home raisers want to or will raise slabs. because of my location it will 3 to 4 years before the house raisers who can and will raise slabs will be in my area. There is a cluster of them north of me working south and a cluster of them south of me working north.
Home is unlivable and I have small children so I am temporary living else ware. If I have to sell the house or if I have to let house be foreclosed on can I still claim it as my primary residence? this is important as there are tax and other protections afforded to primary residences.
