Santa Ana Utility / never opened account

I've never opened an account with Santa Ana's Utility for water or trash during my renovation of the home. I did not need any of their services during that time yet I've received a bill from Santa Ana to my mailbox for sewage and trash.

The addressee they used was the name of the trust (without "trust"). Looks like someone there looked up the Trustee's deed or property tax information and sent this bill. I spoke with a representative at the billing department and they stated that all homeowners were responsible for these municipal services.

Should I pay this bill even though I never used any of the services? I can't imagine Santa Ana having any recourse to the bill amount when I never signed up for it, and they seem to be sending the bill in the dark as to who should receive the bill.
Is this an ethical question and being civic minded and understanding the fiscal need for our cities that waste a majority of their budget on unuseful projects, I should pay?

Added, this home is in escrow and should close soon.
