Thanks Buzkin,
I would never want a buyer to get stuck with any old utility bill.
I have already decided to take care of the issue. The last thing I
would want is any inconvienence to the new homeowner.

As stated above, the water was not the service provided and the city would
not have had the right to turn it off. The bill was for trash and sewage
that was never used. I was interested to understand the legal aspect for
the city of Santa Ana's policy.
