But you did you use sewer, right? There was no way to test your plumbing installs without sewer, unless you have septic as well? Most munis have a drop charge if you use the service at all (if it's not formally turned off). You can't blame them for the sewer part of the bill if you are using private water and flushing it down their sewer.

Santa Ana, like most munis, makes it clear that owners have to pay for holdover service. Sounds like you had more than holdover service.
