Seems we've gone off on a tangent. Thanks for thus replies though.

The Well is owned by a community of homes and NOT owned in any ways by the city.
Escrow and title are clear for closing. There are no other contingencies.
The question is if i should pay due to morale obligations and if there could be any recourse which I don't see. Title will change and they could not charge the new owner. They're not even clear who the current owner (me) is.
