HOA forecloses but does not record "Certificate of Sale"

This is for a California HOA. HOA went to sale in November, property reverted back to HOA. To date, no certificate of sale recorded. Property is still in redemption period.

If the owner of condo sells property now to an unrelated third party, would this transfer be valid? Would HOA need to start foreclosure process all over again.

Specifics:
$265K value.
$245K first lien
$12K HOA lien

Buyer purchasing property subject to existing financing and liens with $4K to seller.
