If Chase didn't post any notices and did not notify the owner - it's one thing and maybe there is a case there. I'm not versed in CA laws, but I'm pretty sure there is. However, are you sure all the facts are exactly as you tell them?

Firstly, the bank DOES NOT have to agree to a short sale, no matter how earnestly and in good faith the owner tries to negotiate with them.
Secondly, you say "nobody from Chase came to his door yet" and yet he "ended up on the street on Friday" if the property was just sold. Why is he on the streets? Especially if he didn't even know the sale took place and there is no record of it? Is he (or are you) certain the negotiator meant a foreclosure sale when he said the property is sold? Perhaps he meant that the note and mortgage were sold to a different institution?
And lastly, he was going to short sell it, i.e. he was going to lose his property anyway, so how any kind of sale can "cause him huge hardship"? What hardship?

Again, his only remedy is if the Chase screwed up the process, not the mere fact that they didn't agree to a short sale.
