Who Do we write to?

Hello

We have a property manager managing a home on our behalf in CA.

There were some maintainence issues and the tenant is upset. THe story the manager gives contradicts the tenant's (no big surprise).

The big surprise is that when we asked the manager to meet with us to resolve the issue, they refused. Said our professional relationship is over.

This is absurd! - who do we talk to? The manager is the Broker so no immediate supervisor.

We would go to the local Board, but in the past have found this to be fruitless as they are like a "clique" and watch out for their own.

Can we write to the DRE?
Would this at least let the local board know we want resolution ??
Is ther a specific department/address for the DRE for such matters?
