I believe Logan is correct that the Landlord must provide one
working phone jack.

One thing you might try before calling a repair service. Most
new homes have a phone box on the outside of the house (with a
picture of a telephone on it). If you open this box, you will
find a phone jack inside that is the point where the phone
wires are coming into the house. Unplug that line and plug in
a portable phone. If you still hear static, then the noise is
coming from the outside. If you don't hear static, then it's
coming from the inside wiring. Also, I would check inside the
house to see exactly what the tenants are complaining about.
There may not be as much static as they claim there is.
