Arm and a leg...

JK,

Since the deregulation of phone company monopolies, it's been agreed by the regulators that any phone problems emanating from connections or equipment outside the home are the problems for the phone companies to solve, while those emanating from the inside the home are the responsibility of the property owner to maintain and repair.

My suggestion is to call a private telephone repair service out to the property and fix the problem. Don't have the phone company that provides the phone service do any repairs. They charge an arm and a leg to repair anything.
