How can I handle with the previous owner and tenants?

I bought a duplex last afternoon on the sheriff's sale in PA.
But the previous owner and the tenants still live there.

1. What should I do?
2. How can I get the names of the tenants?
3. Is there any standard procedure I should follow to get them
out? Should I send them a certified letter first or just
knock the door and talk with them directly? I may try file
a eviction on the court. But that is always the last way
and I don't want to do it if possible.
