In most locales this would be considered a reasonable closing cost to the buyer. Whether the HOA can legally force the buyer to pay them is the more germane question? If your curiosity is killing you, I'd start with the realtor who has the listing. If they don't know, they can ask the selling party. If any case if your a regular buyer of homes or wannabe, you need to get a copy of the HOA laws for your state.
