Certificate of Foreclosure Sale - Subject to Redemption

Hi Ward & Pros,

I noticed a HOA sale in my county (CA) last month and when tracked it, I found a "Certificate of Foreclosure Sale - Subject to Redemption (Accessment CC 1367)" was recorded instead of a Tructee's Deed.

Why is that? Why there is redemption clause? What makes this sale special???
