In New Jersey, if you foreclose on an unredeemed tax lien certificate,
your force the redemption via foreclosure. In all liklihod, the
tax certificate lienholder will not acquire the property thru foreclosure.

However, if you do foreclose a tax lien certificate and the homeowner
neglects to respond to the foreclosure, and you are the only bidder at Sheriff's
Sale, you can acquire the property free and clear UNLESS there are
any Federal Tax Liens.

I don't think that you are entitled to any interest on premium paid
which is held by, and returned to you from the municipal or city Tax
Collector at the time of redempton.
