Is Listing a property, a Violation of 1695?

B/c there is a contract listing on a NOD owner, shouldn't they have to give a 5 days, and notice of cancellation to the owner to list the property? To my understanding, if there is no notice of cancellation given to an owner in NOD, the owner can cancel anytime without hesitation. There is no commission, or exclusive listing to bind the NOD Owner, correct?

Anyway, have a problem with this.
