Lisa,

There are some special circumstances (like delinquent child support payments, etc.) where a creditor can tap a taxpayer’s federal tax refund. But I don’t it’s available to any mundane judgment.

Yes, you can garnishee a judgment debtor’s wages in state court to satisfy a judgment. Get an instructional book from www.nolo.com on collecting judgments and file the paperwork with the court yourself.
