Quiet Title Procedure

Attention: Ward's Board
How would I proceed, step by step, to secure a Quiet Title to undeveloped land, located in Southern California, and aquired thru Non-Judicial Foreclosure by an HOA delinquent assesssment lien process. The Law Firm representing the HOA stated it is legal to issue a Trustee's Deed for this parcel of land. Now the HOA is trying to sell this parcel thru an Escrow Company has not worked. The Escrow and Title Insurance Companies will not touch this transaction. What would be my step by step procedure to secure Quiet Title for this parcel?
What other alternatives are there to secure clear Title with Title Insurance for this type of Non-Judicial Foreclosure?
