We run into this all the time and the state liens, though superior and should not come into play, often do.

Recently, we had a situation where they dragged their feet in paying out the surplus funds to allow other entities the opportunity to come in and execute against it. I suspect the person in charge played a key role in informing those entities of the existence of the funds.

So, Ward's answer is correct . . . however, they sometimes figure out a way to get at the money even though they really should just pay it out as the law dictates.
