You can impound and lien a car for storage charges, but the DMV here in CA has to be involved as far as it’s title is concerned. Hire a service to lay claim to the car and do all the paperwork involved. Find the right service by asking at your neighborhood garage for a name or two for people who do impound paperwork for mechanics who lay claim to a car for work that was done but not paid for. : Again, the requirements are that an advertised auction be held and the vehicle be sold to the highest bidder.
Back when I was a cheap college "room renter" myself, one of the other tenants got arrested and jailed in another county. The landlord let his employer in the house to grab his belongings. Then pushed the jailbird's vehicle out on the street and put a "FREE CAR" sign on it. It was gone in a day!! No eviction, no notice, nada. Moral: A person's rights might be seriously trashed when broke or in jail. Evicted tenants should be glad when foreclosure specialists try to follow the law.
