Sounds like a Mess

I'd say listen to your instincts.

Probate is complicated stuff and very state-dependent. The half-brothers might have equal interests as the daughter, depending on your code for intestate. Who wants to share ownership interest with jail birds?

The credit cards should be personal liens, not on the land. The medical bills might be though, so you'll need a title search to determine that.

It doesn't sound likely there's much equity here. I'd say look for something better.
