You'll need the retail value of the house based on comparable sales. That will tell you whether it's worth approaching the owner, worth bidding on, or letting the lander take it (and then negotiate in private as a REO).

You do have some advantage over the others, since you want to live in the house. You should be able to outbid (sensible) investors. But you still don't want to pay more than retail. After all, you WILL sell it someday and as people learned in 1990-1996, home values CAN decline in southern Cal.
