This amount that you're paying should be viewed as a reward for their moving out in a timely and civilized manner, not that they're doing you a favor. It sounds that they're used to a free ride by now, so whatever you do, make sure you don't give them money BEFORE they move out, otherwise you'll indeed have to come up with the way to enforce your agreement.
