Joe,
I heard about this change before it became law and at first it perturbed me a lot. But on closer look I don't think it will seriously affect the buying and selling of investment property because it's not an extra tax, it's just witholding a tax that wasn't withheld before now.

So I predict a lot of grumbling, mine included, but it won't deter anyone from investing in real estate. What investment game is left if it isn't real estate?
