Power of Attorney / Notice

I went to the recorders office today (first time) to do some of the actual research myself and get acquainted with the process. I am looking at a place that has only a first that was deeded in 1972. Since then a "full" power of attorney for the owner was granted to what looks like a daughter. It also appears that the NOD and NOTS were both mailed to the daughters address. I have two questions.
a) If the notice is sent to the daughter who has power of attorney, instead of the owner, what is the worst that will happen to me. Will I lose the property and my money, or will the sale just get recinded and I will get my money back plus interest.

b) If the person died, and the heirs have just gotten to busy to deal with paying taxes/HOA fees/etc. and therefore there is a TS sale, does this impact the outcome? I was not sure whether since the person died, title would pass to an heir, thus the notice would have to be given to someone else, etc. etc.

This whole title search business is quite interesting. It much easier to do on recent items since they are on computer, but otherwise looking at each microfische for 25 years looking for liens, 2nds, etc. gets a bit tedious. "Fun" though, and hopefully profitable. I have ordered a recommended book on CA Foreclosures, however it is out of print and I don't think I will get it before the sale to answer these questions.
