I tried to be succinet on my original response. The starting point for computing the 70% is the appraisal. If a perfect world and theortically how it's suppose to work, the appraisal would accurately reflect the appropriate repair costs, but on foreclosures the appraiser usually isn't allowed access to the interior. If allowed access, the validity of the appriasal is dependent upon the competence and experience of the appraiser. Another problem is that foreclosure property is quite often less than well kept or even deliberately trashed out of spite. I think we all know that life is seldom perfect.
