What if you can't contact the owner (in hiding possibly?) and you've purchased the sheriffs certificate. Isn't this very risky because the person could go into BK as you say and delay indefinetly.
Or if you go to the Sherrifs sale (in MINNESOTA) and just wait out the redemption period what happens then, do you take care of any 2nds and 3rds and own the property?
If the house is vacant what consitutes vacant? Can the owner come back and vacancy is no longer an issue?
