Is it correct to assume that the announcement effectively made the winning bidder responsible for those fees? The other question concerning fees - I understood in the answer that the buyer does not assume responsibility for non-recorded HOA liens (since they remain personal liens against the ex-owner). If I understood that correctly, I don't understand why a pre-auction buyer should deduct them from the price offered.
