Don't understand - rephrasing my question

I recently attended an auction where an announcement was made stating the amount of overdue HOA fees. Is it correct to assume that the announcement effectively made the winning bidder responsible for those fees? The other question concerning fees - I understood in the answer that the buyer does not assume responsibility for non-recorded HOA liens (since they remain personal liens against the ex-owner). If I understood that correctly, I don't understand why a pre-auction buyer should deduct them from the price offered.
