Eric, as long as the liens recited in your post are recorded junior to the foreclosing lien they get wiped off title by the foreclosure of a trust deed.

But, regarding delinquent property tax liens, you’ll never see delinquent CA property taxes recorded as a formal lien against a property. You just have to know that they are senior to anything, no matter when they occur and to check on them at the tax collector’s office, not the recorder’s office.

The governmental relationship issue only comes into play regarding what “sister” county liens or assessments are specifically exempt from extinction by a delinquent property tax sale.
