maintenance fee liens

While in the course of looking through a list of forclosures in Texas, I came across many foreclosures that were due to what they called "maintenance fee liens". I'm thinking this has to do with Homeowners' Associations fees.

I noticed that the minimum bids were lower than those of the tax lien foreclosures.

What I'm wondering is, if I were to acquire one of these properties at a tax sale, would I then be stuck with the mortgage and whatever other liens there may be on the property?

Do maintenance fee liens take priority, (as long as they are older) over mortgages and other liens?

I find it difficult to imagine that a mortgage company would just write off a debt because a maintenance fee lien of $300 was filed first?

If anyone has any info regarding maintenance fee liens, please tell me of your experience. Thanks!
