conservator misinformation

Is it legal or ethical for a conservator of an estate to acquire the house in foreclosure (that is under his conservatorship) for himself or a friend/relative? I attempted to purchase a house before it went to auction. The conservator tried to discourage me (e.g., asked for way-above market price, then told me he already had a buyer willing to pay that price so the house was unavailable). I found out later that the house was never sold - someone just paid off the loan and got the house. Apparently, however, he is still telling other people that the house sold for that very high price. Seemed to me like he had an interest in the house. Is this common practice?
