Foreclosure on VACANT LAND with Lienholder

Hello.

I'm interested in potentially forclosing on vacant land. I have
a few questions as I'm not sure if there is any way around this problem.

1. There is a lien on the property
2. The property is currently zoned OPEN SPACE

I asked the tax assessor if there was any way I could get this rezoned - after all, there are about 30+ acres and there is no other space left to build in my town. I'd even agree to put my own house on the land. The assessor said, no way, not in his lifetime.

So, the land is owned free & Clear. Is there any benefit to foreclosing? What happens to the titleholder if the owner chooses not to pay off the lien and there is no foreclosure action?
