: Why not start with your banker contact and ask him which jurisdictions. Then you have a better starting point for your investigation.

Thanks Dond, but the Banker did not know any specific jurisdictions so I put it out here to see if anybody is aware of any place that actually HAS such a rule. Not that I expect anyone knows about all areas. Frankly, I don't believe its true but this post seemed to be the easiest way to find out quickly if there are such areas.
