Have you considered getting training to better qualify you to work a deal that has many moving parts, legal ramifications for both you and your 'partner' as well as the compliance issues as to CC1695 and the deal structuring between you and partner?

Kind of like telling us that your sitting in the right seat of a Boeing 777, all four engines are spooling up and you want us to help you release the brakes.

Hopefully you're not too late, and can at least take the equity buyout portion of Ward's training. He has the EPA form post in the fillable forms section on the left however I'd be concerned about trying to do this with a partner unless they have experience to keep both of you out of trouble.
