Sorry, a little more on the subject.

Usually the property owner has to file a Proposition 8 request to have their property value re-assessed. Or, if the tax roll has already been produced (after July 1), then they have to file an appeal. Currently, San Diego County is 2 years behind in getting through their backlog of appeals but that is another subject.

So, to avoid the quagmire of appeals a lot of Assessors are just pro-actively lowering values across entire neighborhoods.
