And no, I'm not referring to his level of conciousous or enlightenment, but the State or Commonwealth in which he resides. All these answers are loose interpretations of CA f/c laws. BTW, it's not 90 days but rather three (3)months from recordation of the NOD before the NOS can be recorded and published.
