The government is just trying to slow down the foreclosure tsunami with a move like this. Heck, it might be an excuse for them to check on who actually holds the paper? If they can't determine that then the property becomes "shadow inventory" rather than foreclosing. That way they avoid further law suits by those sold bogus paper. With unemployment, job downsizing, tight credit and people generally strapped it's going to be tough to hold on to what you have no matter what kind of government modification carrot there is.
