There are leins Junior to that DOT, called "special assessment notice", they are by the City to recover admin. fines because the property violated use and condition codes. Do I have to pay these off?

Do not know about CA but here in MS the answer is YES, you gotta pay them. They rise to "Superpriority." and are not wiped from title, EVEN if I buy at a tax sale and they are there!!
