I bought a property at the foreclosure action, the first deed of trust. There are leins Junior to that DOT, called "special assessment notice", they are by the City to recover admin. fines because the property violated use and condition codes. Do I have to pay these off?
: These lien notices were titled "Notice Special Asssessment" : The notice was for "administrative fines for violatons on the use or condition of the property". The notice says "this is a special assessment lien, and shall be collected in the same manner as municipal taxes". : Even though these violations (nusance) were after the SR. Deed of Trust, it sounds like they now have 'superpriority' because the city calls them a "special assessment". True?
