Post trustee sale. Owners duties during eviction.

If we are evicting a former owner and a tenant in a duplex post trustee sale (Former owner in 1 unit and tenant in the other) and the water gets turned off for non payment by the former owner during the eviction, is the new owner responsible for providing those parties with water service and paying back water charges which are neccessary to reestablish service.

If those same parties need a repair to the property to receive electricity and water is the new owner reponsible for completeing needed repairs during the eviction process. If the occupants are hostile and uncooperative, do I still have to send vendors into harms way because they require a plumbing repair to get water.
