Vacant = higher risk

It's no more stupid than when a propective tenant tells you that they're currently unemployed but plan to get a job, hopefully soon. That probably wouldn't fit your guidelines and that's probably not the target market that you want to reach as a landlord.

Think in terms of who State Farm DOES want as prospective insured clients. Your vacant property just doesn't happen to match the underwritting guidelines.

However, there are specialty lenders who will insure vacant property...but at a premium. Lloyd's in one of the bigger ones.

Look thru the archives and you'll see that this is neither a new problem nor a new topic. I've list my agent on several occassions in the past.
