From the looks of it these press releases from Hud (waiving the flip rule) having been coming out since 2008, all the while the flipping rule in effect for "for profit" investors. Here's also a guy that may have figured out the story. He explains that the Waiver of the rule is for this NSP program only. See all the links below.
