Child Support Release of Lien, but not Satisfaction of J.

There is a child support order (california) that predates the foreclosure mortgage. However, there is a release of lien on that order (after the mortgage)which states that "this does not mean that the child support judgement is satisfied or matured".

Is it safe to buy? I think so, but need confirmation.
